If not a conflict then I don't what is? Oh remember the DOJ also wrote the Torture Memo's and have lost 28 out of 33 habeas cases in Federal Disitrict Court to date. The last thing the DOJ can afford is to lose control of "Commission's process if they hope for any success. As it stand's the DOJ is predicting 60 total trials assuming they can both create the rules and apply them. Reality, they might get 25 cases if everything goes as they are hoping for. What a sham.
