He must recruit them from the same people he wants to subject or oppress, or he has to hire hessians, and the people will fight them. Sure glad Obama thought long and hard on this. He's either stupid or the real purpose of the occupation isn't being disseminated to the public, and I don't think he stupid. As for Obama, his name will enter the history books as a disgrace, along side George W. Bush. They'll be appearing together forever. Unpossible.
