Sure, they can 'kill thousands of innocent civilians...' Once this is an acceptable act then be prepared for it to be used in America. To supplement this article, there is a new book just out precisely about this issue, where a small town stands up to federal tyranny & ends up starting the 2nd American Revolution. It's exactly along these lines cause it could be ur hometown & all of us become 'an enemy of the state', where free speech becomes an act of revolution.
