That’s exactly how they do it. The goverment says they don’t torture, but outsource the torture process to other countries. Disgusting, but probably ‘approved’ by legal system.

I know that a couple of years ago, a danish journalist team discovered that the danish government was complicit in letting american prison planes fly and possibly land in danish territory.
